To deactivate a line, all production employees working on that line are laid off and the line is prepared for extended inactivity.  Deactivated lines may be reactivated with one quarter's notice to hire new production workers and to prepare the line for regular production.  Deactivating lines may harm company morale resulting in decreased production for a period of time.
