New plant: the number of lines capacity for a new plant to be constructed

May only be built in areas where there is no existing plant.  This is a new building in which production lines may be installed during the last quarter of construction (or later).  New lines must be installed separately.  New additions may be built later, to a maximum capacity of 12 lines capacity in any area.

An entry of -1 causes an existing plant to be closed and sold for 90% of book value.  All lines must then be deactivated prior to plant closing.  No further production in a closed plant is possible.

Limits:  -1 (to close the plant)
